Sheff Wed Faces Serious Challenges, Says Independent Regulator

'We will play a key role in football's future' - football oversight chief the regulator's chair

The team's current difficulties represent a a "serious issue" and the independent regulator is looking to gain the ability to examine team situations in similar circumstances, the newly appointed chairman the regulator has declared.

Through a comprehensive talk, the regulator, who was named to the position this week, voiced concern towards the club's followers.

The chairman convened with four fan organizations representing the South Yorkshire club recently.

The team have been struggling on and off the field in this season, with the club failing to pay players on time on five separate occasions, including in last month.

"Clearly Sheffield Wednesday has been a major concern for the league and a significant problem for football," the regulator explained.

"The club represents one of the iconic names for football in England and recently we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will enable us to take Wednesday and comparable cases referred to us if they warrant scrutiny and dealt with."

Financial Struggles and Proprietorship Status

Wednesday's embattled owner Dejphon Chansiri suggested earlier this year he would be willing to sell up at their home ground, but he has failed to complete a sale with potential new owners.

Missed wage deadlines on time in earlier this year resulted in restrictions being imposed by the league officials in mid-year, blocking the team from conducting any recruitment activities for the following recruitment periods, although those limitations were removed in the end of the transfer window.

Authority's Position

The regulator explained: "The job [of the regulator] is there for the supporters of Wednesday, teams facing challenges where people are committed to a regional establishment that has existed throughout their lifetimes in multiple situations.

"I completely understand Sheffield Wednesday, as I do for all the clubs that over recent decades have faced collapse, or nearly ceased operations, for factors unrelated to the supporters."

Questioned about whether the authority might compel an chairman to relinquish a club if they are considered unfit, Kogan said: "When asking whether 'would we intervene in the final instance?', the answer is once we collect the information and comprehend the circumstances, we will."

But the regulator clarified that forcing owners to sell clubs would be considered the final option and the authority would rather to collaborate with owners.

"Our least desirable course of action is begin intervening in an individual club, an specific proprietor, without being able to work with that proprietor to address the issues that the club's facing and the proprietor's dealing with," the regulator explained.

"But the truth is, when you look back over the history of the sport, over the recent generations there have been some owners, a small minority, but particular people who have shown negligence in the way which they've been managing their teams and eventually don't wish to take responsibility for the long-term prospects."

'Mistakes could erase significant advances'

The chairman convened with officials from numerous teams to explain the responsibilities of the regulator on Wednesday and maintained it represented a "progressive gathering" with a "substantial involvement" from the lower divisions to the top flight.

"This position carries substantial significance, because if errors are made, if the sport makes errors, the remarkable development accomplished might evaporate incredibly quickly," Kogan said.

"And that's what nobody wants in the realm of domestic football is a substantial accomplishment - we must maintain momentum.

"Considerable investment flowing into the game and has been invested for the recent generations, because there's no guarantee it will keep flowing into the sport, which is part of the rationale behind I think we have to adopt a precise perspective on potential dangers and naturally, of the coming seasons."

Top Flight Apprehensions

Top flight officials resisted the establishment of an oversight body because of fears of a negative impact on the elite division's competitive balance, but the chairman responded: "I completely endorse the prosperity and expansion as an economic entity of the top division.

"I of all people understand the apprehension regarding damaging the Premier League as a premium product of this country. But concurrently, if you consult with top flight officials after the recent gathering, they would have had a high level of reassurance -and, indeed, they have been advising us privately they have a high level of reassurance."

Partisan Associations

Kogan is still facing a "comprehensive investigation" by the Commissioner for Public Appointments after he acknowledged providing funds to the political party in 2020.

The 68-year-old donated money to Culture Secretary Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my past party membership [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," the regulator explained.

"I currently have no participation in any sort of politics."
