The Former President's Progressive Alarm Misses Europe's Real Threat: Economic Stagnation.

The recent US security policy document presents a flawed view of Europe. The document asserts that open-border policies and what it terms "progressive" policies represent an existential threat to European civilization. Yet, this perspective rests on a serious misinterpretation of the reality. The true challenge facing the EU is not cultural but economic and technological backwardness.

The Stark Growth Gap Between Europe and the US

Statistics paint a stark contrast. From 2008 and 2023, American economic output surged by eighty-seven percent, compared to a paltry thirteen and a half percent growth for the European Union. During this time, EU GDP per capita fell from over three-quarters to just 50% of the American figure. Remarkably, even Mississippi now has a higher per capita income than major EU nations like Italy and France.

Currently, about 50% of the global 50 largest tech companies are American, while only four are from Europe.

The Technological Shortfall: A Critical Problem

The growing disparity is driven by stronger efficiency gains in the United States, fueled by breakthroughs and higher total factor productivity. The scene of world technology dominance is decidedly US-centric. In the last fifty years, hundreds of American startups have scaled into companies valued at over $10bn, versus just 14 in the European continent.

This gap raises a pressing issue: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, what is Europe positioned? Experts widely agree it is essentially a two-horse race involving the United States and China, with European nations entering at a significant handicap.

Underlying Factors of Europe's Technological Lag

A number of major reasons explain this innovation chasm.

  • Financing Ecosystem: The United States has a far deeper and agile network for financing new ventures. Europe still lacks a true capital markets union, which limits the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper Europe. A US startup can introduce a product under a single regulatory framework to access a market of hundreds of millions. The European Union, despite a larger population, is split among 27 different national systems, creating significant internal barriers.
  • Cultural Attitudes: Views on risk-taking differ sharply. In parts of Europe, a startup's collapse was once met with penalties, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a tightly woven academic-military-industrial complex. Europe's long-term lack of spending in defense has eroded its ability in breakthrough innovation.

The Road Ahead: Reasons for Cautious Optimism

Despite these hurdles, there are causes for hope. Policymakers are increasingly aware of the severe threat and have begun to advance substantial change. Key analyses on EU competitiveness and the single market point to the necessity of major reforms.

Given appropriate policies and rule changes, Europe's strengths could support far greater levels of business-led breakthroughs.

Europe retains significant strengths: high-quality human capital, top-tier schools and universities, and premier research institutions. Alongside a large internal market and substantial household savings, these elements could unleash a surge of venture creation.

Importantly, even if Europe does not take the lead in creating next-generation tech, it can still significantly increase economic output by adopting and adapting innovations from other regions.

An Inflection Point

The European Union now stands at a critical moment. To paraphrase a famous line, decline often happens "gradually and then suddenly". To date, the continent's technological decline has been gradual. But, without bold steps to tackle its deep-seated problems, today's slow erosion could turn into a sudden and irreversible decline in global economic relevance.
